EBMUD's water infrastructure is designed to provide the best water at a reasonable price for businesses and residents of the East Bay -- today and tomorrow.
If you are proposing construction of a new building, commercial site, new home(s), want to change the size of your water meter, or require temporary service, please contact EBMUD to request service. Application forms and processes for different types of service are outlined below.
Application for Water Services
Apply for Standard Water Service
Applicants can request new domestic water service, and/or the construction of additional pipeline facilities to provide water service to a development.
Applicants for a private fire service for commercial and multi-family structures of five or more units must submit a "Fire Service Request for Available Flow and Pressure Information" form for the property to be served. EBMUD will perform a Maximum Day Demand Hydraulic Model Analysis of the water distribution system at the service location and provide flow and pressure information to guide fire service design. A water service estimate fee must be paid upon submittal. A dual service for both domestic use and fire protection is required for single-family residences or duplexes. Other multi-family residences and commercial buildings require a separate fire service.

The charges and fees are presented only as guidelines for the estimates of costs. Final quotations will not be issued until an Application for Water Service is completed and approved. All applications for water service are subject to review and approval by EBMUD. All requests for preliminary estimates or quotations must include an address, accurate location of the parcel(s) to be served, and the proposed use of the premises. All charges and policies stated herein are subject to change as EBMUD's Schedule of Rates and Charges is amended with normal budget review cycles by EBMUD's Board of Directors.

Private Sewer Lateral Program Requirements
To protect San Francisco Bay, the East Bay Regional Private Sewer Lateral Program requires EBMUD wastewater customers in Emeryville, Piedmont, Oakland and Stege Sanitary District (El Cerrito, Kensington and Richmond Annex) to obtain a Compliance Certificate showing that their sewer lateral is free of leaks when applying for a bigger or smaller meter. The work order for a meter size change will not be processed until this form is completed and presented along with a Compliance Certificate or an Exemption Certificate.
Water Conservation Review
Water service shall not be furnished to any applicant for new or expanded service unless all applicable water-efficiency measures are installed at applicant expense as described in Section 31 of the Regulations Governing Water Service to EBMUD Customers. New service applicants must complete the Water Efficiency Requirements Checklist. Information can be obtained by calling 1-866-40-EBMUD (1-866-403-2683).
Backflow Prevention Program
A backflow prevention assembly may be required on your service (see Section 26 of the Regulations Governing Water Service to EBMUD Customer, Protection of Public Water Supply). Our Backflow Prevention Section will assist you in determining if a backflow prevention assembly is required. Listed below are some hazards that might require installation of a backflow assembly:
Property is within 1700 feet of a lake, bay, ocean, stream, or estuary
There is an auxiliary water supply for fighting fires such as a swimming pool, vat, reservoir, or water storage on or available to the property
There is a looped fire system
Chemicals are injected into the fire line
There is recycled water, or rain water catchment systems on the property
