Cull Creek Regulator construction, and Campus, Keller, Gramercy, and Villareal Regulators Replacement

Project details

The Cull Creek Regulator construction, and Campus, Keller, Gramercy, and Villareal Regulators Replacement Project (project) will construct and replace regulator facilities to improve distribution system operations and reliability. The primary objectives of the project are to increase the reliability of the District's distribution system operations and address safety issues associated with the existing facilities.

All of regulators range from 38 - 52 years old and are nearing the end of their useful life. In addition, the project will construct a temporary Cull Creek Rate Control Station (RCS), which is required to support an outage for the Almond Reservoir Replacement Project. After the Almond Reservoir Replacement Project is completed, the temporary RCS will be converted to a regulator to serve the Almond Pressure Zone.

The work will be performed in the following locations:

• Castro Valley: Cull Creek RCS/Regulator and Villareal Regulator.
• San Leandro: Gramercy Regulator.
• Oakland: Campus Regulator and Keller Regulator.

Project scope

The major construction tasks are as follows:

• Cull Creek RCS/Regulator: Construction of the Cull Creek temporary RCS/permanent regulator, installing a new regulator vault and dual chamber rolling diaphragm pressure reducing valve (PRV) and a motorized butterfly valve, and all associated piping, coatings, paintings, and appurtenances.
• Campus (Oakland), Keller (Oakland), Gramercy (San Leandro), and Villareal Regulators (Castro Valley): Replacement of existing regulator vault with a new shallow vault and, four butterfly valves, and all associated piping, coatings, paintings, and appurtenances.

Workplan and schedule

Design is scheduled from Spring 2024 to January 2025, followed by construction from April 2025 to December 2028. Scehdule is subject to change. Construction hours will vary for each project location. Please see below:

Cull Creek - Regulator/Rate Control Station

• April 7, 2025 to September 2025
• Monday through Friday, 9 a.m. to 3 p.m.

Campus Regulator

• April 7, 2025 to August 2025
• Monday through Friday - 7 a.m. to 6 p.m.

Keller Regulator

• August 4, 2025 to November 2025
• Monday through Friday - 7 a.m. to 6 p.m.

Villareal Regulator

• October 18, 2025 to November 2025
• Monday through Friday - 9 a.m. to 3 p.m

Gramercy Regulators

• November 27, 2025 to December 2025
• Monday through Friday - 9 a.m. to 3 p.m.

What to expect?

Expect construction-related noise and dust, the presence of equipment/machinery at the project site, and increased traffic to and from the site.
