Overview and Background
This project involves significant upgrades to improve several key water distribution facilities east of the Oakland Hills. It includes the replacement of Grizzly Reservoir, the demolition of Castle Hill Reservoir and its replacement with the new Castle Hill Regulator, and the recoating of Knife Number 1 and Wiedemann Number 1 Reservoirs. Additionally, the project includes upgrades and demolition work at multiple other facilities. These improvements are essential to maintaining water quality, enhancing operational efficiency, and ensuring reliable water service for the future.
Project Purpose and Objectives
The project is part of EBMUD’s ongoing effort to rehabilitate its reservoirs to meet current and future needs. Key goals include:
- Enhancing water quality: By removing excess storage and replacing a single reservoir with dual reservoirs, we improve operational flexibility and adapt to seasonal demand changes.
- Improving safety: New safety features will protect our employees, including better fall protection and facility safety enhancements.
- Upgrading infrastructure: Replacing deteriorating wood roofs and addressing corrosion and coating issues will renew key infrastructure. Adding cathodic protection will further extend the life of the reservoirs.
Project Locations
Grizzly Reservoir: Located in Lafayette at the end of Lucas Drive, adjacent to Rossmoor Electrical Substation. While there are no homes immediately next to the site, there is a residential development nearby on Lucas Drive.
Castle Hill Reservoir and Regulator: This site is located in Rossmoor, Walnut Creek, near residential properties on Grey Eagle Drive. The Castle Hill Regulator will be constructed 250 feet from the reservoir to be demolished
Wiedemann No. 1 and Knife No. 1 Reservoirs: These reservoirs are situated in the Norris Canyon Estates community along Cliffcastle Court in San Ramon. Wiedemann is located near several homes, while Knife is 300 feet from the nearest residence.
Crest Pumping Plant and Crest Radio Site: These obsolete facilities are located off of Castle Crest Road in Alamo. Crest Pumping Plant is alongside the road, while Crest Radio Site is adjacent to several homes.
Danville Reservoir: Located on Highland Drive in Danville, this reservoir will receive an odor filtration system to address community concerns.
Project Details
Grizzly Reservoir Replacement: The current 4.8-million-gallon steel reservoir will be replaced with two 1.3-million-gallon reservoirs to increase operational efficiency.
Castle Hill Reservoir Demolition: The 2.8-million-gallon reservoir will be demolished to reduce excess storage and improve water quality.
Castle Hill Regulator Construction: The regulator will be built before demolishing the reservoir to ensure system reliability and resiliency during emergencies.
Recoating Wiedemann No. 1 and Knife No. 1 Reservoirs: Both reservoirs will receive interior recoating and upgrades to their cathodic protection systems to prolong their service life.
Crest and Hill Mutual Reservoirs Demolition: These decommissioned reservoirs and pumping plants will be demolished. Wood from the site will be salvaged and repurposed by District Carpenters.
Danville Reservoir Odor Mitigation: A carbon adsorption air filtration system will be installed to address odor issues.
Schedule and Work Hours
Construction will take approximately 2.5 years, starting in Fall 2024.
Construction work hours will generally be Monday through Friday, between 7:00 AM and 7:00 PM, over the next 2.5 years. However, work hours may vary based on local construction ordinances. EBMUD has worked closely with the cities and municipalities near each project site to determine appropriate work hours that minimize disruptions to surrounding communities. Specific work hours will be adjusted as needed to comply with local regulations.
