Emeryville North Sewage Interceptor pipeline rehabilitation

Emeryville North Sewer Interceptor MapEBMUD will be rehabilitating a portion of its North Interceptor sewer pipeline which parallels the northbound I-580 freeway through Emeryville. The North Interceptor is a large pipeline that receives sewer flow from a number of East Bay city sewer collection and conveys the wastewater to to the District's treatment plant. The 2,500-foot segment to be rehabilitated starts at the intersection of 64th Street and La Coste Street and extends south,across Powell Street, to a location behind the Powell Street Plaza Shopping Center. This project will require excavating two access pits over the interceptor pipeline and two smaller pits over City of Emeryville sewers to help divert wastewater flows. The project will also include rehabilitating 5 existing maintenance-holes in this segment of the interceptor. This rehabilitation project will address critical pipeline corrosion and reduce the risk of pipe failure.

EBMUD Innovation

Cured in Place (CIPP); less time, less construction, less traffic impacts

Cured-in-Place Pipe (CIPP) is a trenchless method used to repair existing pipelines without the need for excavation . In this process, a flexible liner coated with a resin is inserted into the damaged pipeline. The liner is then inflated and cured, typically using heat or UV light, to form a new, durable pipe within the old one. This method effectively restores the pipeline’s structural integrity, preventing leaks and extending its lifespan while minimizing disruption to the surrounding environment and prevent the need for a more costly, time-consuming, and labor-intensive pipe replacement.

Workplan and Schedule

Construction and rehabilitation of the North Interceptor will begin in Spring 2025 and continue through the Fall 2025. Work schedule: Monday through Friday. 7 am to 5pm. Some night and weekend work will be required. The schedule is subject to change.

What to expect 

  • One lane of the northbound I-580, Powell Street offramp and one lane of the northbound onramp will be taken up by the work.
  • Lane closures and associated traffic control will last four to six months.
  • Allow additional time when using the Powell Street onramp. 
  • Occasional nightly I-580 northbound onramp lane closure. Estimated for June to September 2025.
  • Potential nightly off-ramp closures on northbound 580 at Powell Street. estimated for a few days in May.
  • Full road closure of La Coste Street. Estimated for May to September 2025.
  • Short term Powell Street lane closures. Estimated for a few days in May 2025.
  • Lane closures and associated traffic control will last four to six months. 
  • Two access pits will be excavated to facilitate the insertion of the liner to the interceptor pipe. Noise from construction equipment is expected. 
  • Two smaller pits will be dug to help divert flow from the pipeline that is being rehabilitated. The pipeline needs to be dry in order insert the liner. Pumps will be stored aboveground to divert flow within the sewer system underground.
  • When construction is complete, all work areas will be restored to preconstruction conditions.
