Project details
Beginning in March 2025, EBMUD crews will install a new water pipeline to improve water service in your Lafayette neighborhood. We will work on:
- Reliez Valley Road between Johnson Road and Withers Road
- Almaden Road
- Kim Road
- Reliez Valley Court
- Vaughn Road
- Hermosa Way
Intersecting side streets will be temporarily affected as work progresses. The overall project will take approximately 9 months to complete. The length of construction on individual streets will vary with final paving to follow.
Schedule
Work hours are Monday, Tuesday, Thursday, and Friday from 8:30 AM to 3:00 PM, and Wednesdays from 8:45 AM to 2:00 PM. We will provide traffic control. Residents may experience delays of up to 15 minutes when entering and leaving the work area. If you have special needs, please call us and we will make every effort to accommodate.
What to expect
Equipment and materials will be temporarily located in your neighborhood during construction.
After the new water pipeline is installed, crews will transfer water services, install fire hydrants and make final connections.
Once construction is completed, material and equipment will be removed within 1 to 2 weeks.
Water service interruption
Crews will notify you with a door hanger, regarding planned water service interruption to your property. After a service interruption, there may be air in the pipes that may loosen particles in your home plumbing. Close your toilet water supply valves, and then run water from your front hose bib, bathtub and/or cold water faucets for 1-3 minutes. This will dispel any air or loosened particles from your household pipes. If any water quality issues remain after flushing, please call us.
Paving
The asphalt paving applied daily is temporary and is designed to provide a safe road surface during construction. Final paving occurs after pipeline work is completed. It may take up to 90 days or longer before final paving is completed.

Flushing for water quality
After pipe installations or repairs, EBMUD crews may flush water lines with large volumes of water to ensure water is clean and safe. When crews flush pipes, customers may see water discharged into tanks or storm drains. Flushing is a critical step to keep your water safe by removing sediment and discolored water following a repair or new pipe install. EBMUD values conservation and water reuse, especially during drought, and works to reuse flushed water whenever possible. Learn more.

Reliez Valley Road Pipeline Replacement: Traffic & Detours
EBMUD’s work on Reliez Valley Road will require intermittent closures over the course of the project. While construction will last approximately nine months, the road will not be closed every day—only when crews are actively working on Reliez Valley Road itself.
Road Closures & Traffic Flow:
Mornings (School Traffic): Crews will be onsite starting at 7:30 AM. During this time, one lane in each direction will remain open to allow school traffic to pass through.
Daytime Closures:
Monday, Tuesday, Thursday, Friday: Full closure begins at 8:30 AM and reopens at 3:00 PM.
Wednesday: Full closure begins at 8:45 AM and reopens at 2:00 PM.
Evenings & Weekends: The road will reopen to all traffic after work hours.
Detour Routes:
To minimize delays, we strongly encourage drivers to use the designated detours:
For drivers traveling northbound toward Lafayette:
Turn onto Withers Avenue
Continue to Taylor Boulevard
Take Pleasant Hill Road, which reconnects to Reliez Valley Road beyond the closure
For drivers traveling southbound toward Pleasant Hill:
Turn onto Pleasant Hill Road
Continue onto Taylor Boulevard
Take Withers Avenue, which leads back to Reliez Valley Road past the construction area
Local residents within the construction zone will still have access to their homes but should expect up to a 15-minute delay when traveling through the area. Non-local traffic must follow detour routes.
Traffic control signage will be clearly posted to guide drivers.
