EBMUD’s contractor is currently upgrading several key systems, including water treatment basins, the power building, and chemical processing systems. These improvements will enhance water quality and reliability. Occasionally, tasks such as the placement of large volumes of concrete, will need to be completed in one day, and may require work to start early or end late. We will do our best to notify nearby residents in advance of these activities to minimize any inconvenience.

Background

EBMUD is upgrading and replacing existing facilities and constructing new facilities at the Upper San Leandro (USL) Water Treatment Plant (WTP), located at 7700 Greenly Drive in Oakland, California as part of EBMUD’s Water Treatment and Transmission Improvements Program (WTTIP). Built in 1927, the USL WTP is a critical component of the EBMUD water distribution system, delivering water to the Oakland, San Leandro, San Lorenzo, Piedmont, Hayward, and Castro Valley communities.

The USL WTP Maintenance, Reliability and Chemical Systems Safety Improvements Project will seismically strengthen existing facilities, improve treatment processes, update aging infrastructure, and improve safety for our workers. This project is part of a greater effort to improve EBMUD’s ability to continue to serve your communities safe and reliable drinking water during periods of improvements to our system, drought, extreme weather, and wildfires.

The work includes improvements to the raw water control valve and flocculation/ sedimentation basins; replacement of the existing below-grade chlorine contact basin (CCB); replacement, rehabilitation and addition of tanks, pumps and pipelines associated with the reclaim and solids handling system; replacement of the clearwell roof; addition of a power building; improvements to the chemical systems; demolition of aging filters and fluoride building; and various mechanical, electrical and site improvements throughout the plant. The project will also remove vegetation, install landscaping, replace existing security fencing, and restore the site following construction.

Work Schedule

Work at the USL WTP is underway and will last for approximately 3 years. Typical work hours will be Monday to Friday, 7:00 a.m. to 6:00 p.m. Schedule is subject to change.

Note: USL WTP will be conducting weekend work from 7 AM to 7 PM between Dec 6 and Dec 22.

What to Expect?

Expect construction-related noise and dust, the presence of equipment/machinery at the project site, and increased traffic to and from the site. Work will begin with the demolition of buildings and the excavation and shoring of the existing chlorine contact basin. This work will not cause an interruption in your water service.
