EBMUD manages more than 4,200 miles of pipeline and takes all leaks and wasted water seriously. We appreciate your help in identifying water losses.

What did you observe?

Street Leak  Cropped

Street leaks are typically leaks from EBMUD pipes and infrastructure. These leaks may surface from concrete or asphalt in the middle of the street.

Take Action: Please call 1-866-403-2683 and press 1 for EBMUD Emergency Dispatch. Important information to provide:

  • What is the street address (and/or cross streets) of the leak?
  • Have you seen any field crews out there?
  • Is it flowing or is it trickling?
  • Is it causing property or pavement damage?
  • Is it causing a pedestrian or traffic hazard?

Meter Leak

EBMUD is responsible for the repair of leaks on the street side of the meter and for repairing the meter itself, including the threads on the customer's side of the meter. Any pipe repairs on the customer's side of the meter are the customer's responsibility. EBMUD is not able to provide recommendations for specific plumbers or advise you about specific repairs for your home.

Take Action: If you observe a meter leak that appears to be on the EBMUD side of the meter, please call 1-866-403-2683 and press 1 for EBMUD Emergency Dispatch.

  • Is water flowing out of the meter box?

Hydrant Leak  Cropped

Hydrant leaks are leaks from EBMUD hydrants.

Take Action: Please call 1-866-403-2683 and press 1 for EBMUD Emergency Dispatch.

  • What is the street address (and/or cross streets) of the hydrant?

A leak is most likely from the sewer if there is a strong odor. Cities, counties, and property owners maintain sewer pipelines and are responsible for repairing these leaks. EBMUD does not maintain or repair sewer infrastructure.

Take Action: Please contact your local city or county public works department.

Irrigation Runoff

Customers are responsible for managing and repairing their irrigation systems to avoid overspray and runoff. Excessive outdoor water use may be in violation of EBMUD regulations. When notified, EBMUD will contact property owners to inform them of the issue and to provide education and resources for efficient irrigation practices. 

Take Action: If water is from a neighbor's property, try to contact them first. If you are unable to talk with your neighbor or identify which property is responsible, EBMUD can assist in contacting property owners. To report runoff from irrigation or broken or misdirected sprinklers, fill out the water waste form.

Customer Leak  Cropped

Leaks on the customer's side of the meter, including the pipe between the meter and the home or building, the irrigation system, or indoor plumbing, are the responsibility of the customer. For apartments or rentals, please contact the landlord/property manager.

Take Action: To find and repair a leak on your property, order EBMUD’s free WaterSmart Home Survey Kit or consult a plumber. If this is an emergency requiring immediate water shutoff at the meter, please call 1-866-403-2683 and press 1 for EBMUD Emergency Dispatch.

Water moves around from a variety of sources, including leaks, overwatering, and natural seepage.

Take Action: If you see water that may be from a sump pump or irrigation from an unidentified neighbor, fill out the water waste form. If you are unsure of the source or need the water tested, click here and select Water Quality as the topic.

  • Is it causing property or pavement damage?
  • Is there a source of water nearby such as a creek or a stream?

Water conservation is always important. Everyone can do their part, but some people need a friendly reminder. Use the form below to help us address outdoor water waste, usually a result of over-irrigation. We will work to educate residents and businesses about how to use water wisely. For a full list of EBMUD water use restrictions, please refer to Section 29.
